  Bluegrass Charity Regatta Sailing Instructions September 10, 2017 Cave Run Lake, Kentucky

 

1. RULES

1.1 The regatta will be governed by the rules as defined in the current Racing Rules of Sailing (RRS), the prescriptions of US Sailing, except as any of these are altered by these Sailing Instructions.

2. ENTRIES

2.1 Competitors may enter by completing an entry from and registering prior to 0930 on Sunday, September 10, 2017.

2.2 Racing and scoring shall be within the following designated fleets:

2.2.1 Any One-Design Fleet of five or more boats (Daysailers or Cruisers)

2.2.2 Daysailers (Portsmouth Handicap)

2.2.3 Cruisers (Portsmouth Handicap)

3. NOTICES TO COMPETITORS

3.1 Notices to competitors will be posted on the official notice board located at the registration/meeting area.

4. CHANGES IN SAILING INSTRUCTIONS

4.1 Any change to the sailing instructions will be posted before 0930 on Sunday.

4.2 If the Code Flag L is hoisted on the Race Committee boat, each boat shall come within hail of the stern of the RC boat. Sailing instructions may be changed orally on the water after Code Flag L is hoisted.

5. SIGNALS MADE ASHORE

5.1 Signals made ashore will be displayed near the official notice board.

5.2 If a postponement is signaled ashore, the warning signal will be made not less than 30 minutes after the AP is lowered.

6. SCHEDULE OF RACES

6.1 Competitors’ meeting will be held at 0930 on Sunday at the registration/meeting area.

6.2 The warning signal for the first race will be at 1100 or as soon thereafter as a proper course can be set by the race committee.

6.3 No races will begin after 1430 on Sunday.

7. CLASS STARTS

7.1 The Starting Sequence will be per RSS 26 using the following signals. Times will be taken from the visual signal; the absence of a sound signal shall be disregarded.

7.2 The Starting Signal for Start 1 will be the Warning Signal for Start 2, and the Starting Signal for Start 2 will be the Warning Signal for Start 3.

7.3 Class Flags and starting sequence will be announced at the competitors meeting and posted on the official notice board.

8. RECALLS

8.1 If a boat starts prematurely the Race Committee Boat will fly the “X” flag. The Race Committee will try to notify premature starters of their status; however, it shall be the sole responsibility of each premature starter to properly restart. The “X” flag will be lowered when all boats have started properly. Boats not starting properly will receive a DNS score for that race.

 

8.2 In the event of a General Recall (Signal – 2 horn blasts and first substitute flag flown) the warning (5 minutes) for that class will be approximately one minute after the recall signal has flown..

9. ABANDONMENT AND CANCELLATION

9.1 The Race Committee may, in its sole judgment, postpone a race or abandon or cancel a race in progress when the general weather conditions have made the race an unsatisfactory test of skill. For example, winds under 2 MPH or over 25 MPH, thunderstorms, persistent heavy rains or temperatures below 40 degrees F. If a race is in progress a Signal – 3 horn blasts will be used to indicate abandonment or cancellation.

10. RACING AREA

10.1 The racing area will be the main pool of Cave Run Lake.

11. COURSE AND MARKS

11.1 The courses will be A course (Triangle-windward-leeward-mid leg start) and B course (Two laps of a Windward-Leeward with mid let start). See attached diagrams for courses. All marks will be orange or yellow inflated shapes.

11.2 The course will be designated by a letter card displayed on the port side of the Race committee boat prior to the warning signal of the start. The attached diagram shows the courses, course designations, the marks in order and the rounding direction of each mark.

12. STARTING AND FINISHING LINES

12.1 The starting will be between the orange flag on the Race committee Boat and a mark placed by the race committee. The finish line will be between the orange flag on the Race Committee Boat and a mark placed by the race committee, or, in the event of a shortened course, between a rounding mark and the S-flag flown from a boat designated by the race committee.

12.2 Boats whose warning signal has not been made shall stay clear of the starting area.

13. TIME LIMIT

13.1 Boats not starting within 4 minutes of their starting signal shall be scored DNS. This changes RRS A4.1.

13.2 If the lead yacht in a race has not reached the leeward mark within 30 minutes the race may be shortened to one triangle or loop only (Signal - 2 horn blasts and Code Flag “S”. If no yacht has completed the shortened course within 1 hour, that race may be abandoned (Signal – 3 horn blasts). Yachts not finishing more than 30 minutes after the first yacht in their fleet finishes will be scored as DNF. This changes RRS 35.

14. PROTESTS

14.1 A boat intending to protest shall notify the Race Committee as soon as possible upon finishing.

14.2 Protest forms are available from the PRO. Protests shall be delivered to the official notice board within 30 minutes after the Race Committee boat docks. The protest time limit and a list of protests received will be posted on the notice board. Hearings will be held as soon as possible at a location to be announced by the race committee, the rear commodore or other flag officer of the club.

15. SCORING

15.1 The Low Point System of Appendix A of the Racing Rules will apply. All scores will count. Three races are scheduled. One race constitutes a series.
